The Mole Song: Hong Kong Capriccio - Toma Ikuta (2016) - Central Waterfront, Hong Kong

Like much of these Hong Kong locations in this film, they are a combination of real locations mixed with CGI wizardry. In this shot, the crew are trying to infiltrate the auction at the IFC2 building by sneaking into the drain system that runs underneath the building. Of course there is no such thing and the clip used is of a real location shot for the background combined with some jiggery-pokery done in post production to add the waterfront. The real location for the background element of this scene was, by the looks of it, next to the pedestrian walkway at the Central Ferry Piers. i.e. Man Kwong Street in front of pier #7.
